- Assessed contributions — membership dues set as a share of GDP — cover less than 20 per cent of the budget; voluntary contributions have supplied more than three quarters of WHO’s financing, and 87 per cent of those were tightly earmarked in 2022–23. WHO names Germany, the European Commission, Norway, the Republic of Korea and Japan as the pioneer funders of its thematic funds, later joined by the United States, India, Luxembourg and Spain.

- The World Health Assembly of all 194 member states is the supreme decision-making body, with a 34-member Executive Board giving effect to its decisions.
