Funding: Voluntary contributions from governments, the European Union, other organizations, and the private sector — no assessed dues. UNHCR raised $3.578 billion in 2025 amid what it called a decline in the quantity, quality and timeliness of contributions; its top donors each give at least $20 million a year. Individual donor rankings are published only in a script-rendered table this record could not read.
Governance: Governed by the General Assembly and ECOSOC; the Executive Committee approves the annual programme and budget presented by the High Commissioner.
Published: Population statistics published twice a year — end-year figures in June, mid-year figures around December.
